About Us
Meet our Founder/CEO, Stuart.
Stuart Lynn is a Registered Professional Engineer in Texas and Founder at Lynn Development. He is also the Founder and CEO of LynnGroup, a family of engineering, construction and development companies serving the Texas Gulf Coast. The five divisions within LynnGroup serve the entire Golden Crescent providing civil, structural, and windstorm engineering services as well as new home construction, land development, piling services and steel building erection.
Stuart focuses on fostering a culture in which the entire team not only makes a difference while at work, but more importantly outside of the office. He believes that relationships come first, and business will follow. Stu, as he is affectionately known, does everything in his power to help the team live out the company vision in “We think BIG, to work BIG, to give BIG.”
When he is not working on the next big idea, Stuart enjoys spending time with his beautiful bride of 20 years, their eight kids and five grandkids.
Stuart believes his reason for being is to make a difference, EVERY DAY, so that the underdog in us has a chance to succeed. He is passionate about giving back with time, money and resources to numerous charities and nonprofits – locally and abroad.
Meet D.C., our COO.
Prior to joining LynnGroup, she served as Director of the Bay City Community Development Corporation (BCCDC) focusing on economic development for 14 years. During that time, she also served as director of the Main Street Program for the City of Bay City.
After graduating from the College of Engineering at University of Louisiana at Lafayette with a Bachelor of Science in Industrial Technology in 1992, she started her career in economic development in New Iberia, Louisiana before moving to Bay City, Texas in 2004.
She has served on several boards including the Association of Rural Communities in Texas, Houston-Galveston Area Commission (H-GAC) Gulf Coast Economic Development District, Houston-Galveston Area Local Development Corp, Bay City Convention and Visitors Bureau and is the Past President of Bay City Rotary Club to name a few.
Some of her accomplishments have been establishing a community college in Bay City through a collaboration with the BCCDC, City of Bay City, Wharton County Junior College and Matagorda County industrial partners. She was an integral part of the economic team that recruited a $1.8B manufacturing plant, TenarisBayCity, to Matagorda County. Most recently, she was the driving force behind a public-private partnership to create a mixed-use retail center in Bay City.
D.C. is passionate about making a difference in her community and improving the lives of LynnGroup clients and employees when not kayaking on Matagorda Bay with her husband, Dave.
Meet Cindy, our Property Manager.
Cindy ParDue, Property Manager, handles all multi-family, single-family and commercial properties, tenant management, property insurance management, property maintenance and repair, etc. Cindy strives to create “Raving Fans” when working with the customers of Lynn Development.
Before moving to Bay City, Cindy worked as a mortgage broker for Ebby Halliday Home Team Mortgage in Dallas, Texas. As a Certified Mortgage Planning Specialist/Broker, she operated as in-house lender for the largest independently owned Real Estate company in Texas. She gained honors in her field winning awards such as Top Units, Top Volume, Highest Capture Rate, and most importantly Customer Service.
As a Certified Mortgage Planner, she was able help clients achieve financial freedom, build wealth and experience their life dreams by implementing intelligent mortgage, cash flow and home equity strategies. Cindy provided exceptional customer service and has carried that philosophy into her current position as the Property Manager for Lynn Development.
Cindy and her husband Lane are active in the church Lane pastors. Cindy loves spending time with her family, cooking and baking and being home with her Labs Bud and Sissy.
Cindy’s creed is to care for the people who have been placed in her life and to approach those relationships with compassion and love.

Meet Alicia, our Sales Leader.
Alicia Waters leads the sales and customer service efforts for Lynn Development, shepherding deals to completion and ensuring that purchasers receive excellent service and timely communication.
Alicia has a wide range of experience from corporate and small business sales and management to community development. She shares her life with her hyper Bulldog Taz and Coco her rescue cat.
She enjoys managing her hobby farm, antiquing, doing hands-on projects, reading and being with her friends and family. When he is available she loves cooking for and hanging out with her son, Jake.
She understands the significance of homeownership for our customers and the community. Your home is where memories are made and your refuge from the world. She feels it is a privilege to be part of the process of helping the American Dream come true for our clients.
She has a B.S. in Business Administration with a major in Marketing from the University of Texas–Dallas.
